Before calling the meeting to order, Mayor Havens read and presented a Proclamation declaring the week of January 16, 2005 through January 22, 2005 as "South Windsor Junior Chamber of Commerce Week" to officials of the Jaycees.

Mayor Havens called the meeting to order at 8:05 p.m.  After reading the list of local American service men and women serving in either "Operation Iraqi Freedom," or "Operation Nobel Eagle" (an operation comprised of a variety of missions in the United States dealing with terrorism, a copy of which is attached and made a part of the record), the Mayor went on to the next Agenda Item.

5.     Public Input

First to speak was Cate Evans, the new Executive Director of South Windsor's Chamber of Commerce.  Ms. Evans was present to introduce herself to those present she had not already met; and to the listening public.  She then gave a quick overview of the Chamber of Commerce, and its mission.

The next speaker was Mary Etter, Library Director, South Windsor Public Library, who updated the Town Council on upcoming programs sponsored and presented by the Library this January-bi-weekly book discussions through January and February on different parts of the works of Author John O'Hara; and (2) the "Winter Pops Concerts," starting end of January; followed by one in February and one in March.

A.      Resolution Reappointing Robert Waldron (D) to the Agricultural Land Preservation Advisory Commission
BE IT RESOLVED that the South Windsor Town Council reappoints Robert Waldron to the Agricultural Land Preservation Advisory Commission for a term ending November 30, 2007.

BE IT RESOLVED that the South Windsor Town Council appoints Michael Bombara to the Drug and Alcohol Abuse Prevention Commission for a term ending September 1, 2006.

A.      Resolution Accepting the Resignation of William Aman (R) from the South Windsor Town Council

BE IT RESOLVED that the South Windsor Town Council accepts, with regret, the resignation of William Aman from the Town Council, said resignation to become effective Tuesday, January 18, 2005; and

BE IT FURTHER RESOLVED that the South Windsor Town Council, on behalf of its Members, Town staff, and the citizens of South Windsor offers its sincere gratitude to Councillor Aman for his many years of volunteer service to our community-particularly his more than 13 years as a Member of the Town Council, four of them as Mayor; and

BE IT FURTHER RESOLVED that the South Windsor Town Council wishes to use this opportunity to extend every good wish to Councillor Aman as he embarks on a new challenge-that of a Connecticut State Representative working on behalf of the State and as a voice in the Legislature for those citizens he will represent within the 14th Assembly District.

B.      Resolution Appointing Cary Prague (R) to the South Windsor Town Council to Fill the Unexpired Term of William Aman, and the Tabling of Same

BE IT RESOLVED that the South Windsor Town Council appoints Cary Prague to the Town Council for a term expiring November 14, 2005 to fill the unexpired term of William Aman, and hereby tables the same.

C.      Resolution Accepting the Resignation of Suzanne P. Choate (R) from the Planning and Zoning Commission

BE IT RESOLVED that the South Windsor Town Council accepts, with regret, the resignation of Suzanne P. Choate from the South Windsor Planning and Zoning Commission, said resignation to be effective immediately; and

BE IT FURTHER RESOLVED that the Town Council extends its sincere thanks to Ms. Choate for the hours she has dedicated to her community by serving on this very important Commission.

D.      Resolution Appointing Gary Bazzano (R) a Full Member of the Planning and Zoning Commission to Fill the Unexpired Term of Suzanne P. Choate and the Tabling of Same

BE IT RESOLVED that the South Windsor Town Council appoints Gary Bazzano to the Planning and Zoning Commission for a term ending November 14, 2005 to fill the unexpired term of Suzanne P. Choate, and hereby tables the same.

The Motion was approved, on a Roll Call vote, 6 ayes to 1 Abstention.  (Abstaining from the vote, because of a conflict of interest, was Councillor Delnicki.)

I.      Resolution Reappointing Carol A. Heffler (R) to the Inland/Wetlands Agency, and the Tabling of Same

BE IT RESOLVED that the South Windsor Town Council reappoints Carol A. Heffler to the Inland/Wetlands Agency for a term ending December 1, 2008, and hereby tables the same.

J.      Resolution Approving a Refund of Property Taxes to Thirteen (13) South Windsor Taxpayers

BE IT RESOLVED that the South Windsor Town Council approved a refund of property taxes to thirteen (13) South Windsor taxpayers, the total of said refunds being $3,843.83, and as shown on attached Exhibit A.
